Establishing the Framework for the Long-term Stewardship of Polar Data and Information

The polar regions are changing rapidly with dramatic global effect. Wise use of resources, astute management of our environment, improved decision support, and effective international cooperation on natural resource and geopolitical issues require a deeper understanding of, and an ability to predict change and its impact. Understanding and knowledge are built on data and information, yet polar information is scattered and scarce as well as temporally and spatially sporadic.

We are inspired by the Antarctic Treaty of 1959 that established the Antarctic as a global commons to generate greater scientific understanding. Correspondingly, we assert that data and information about the polar regions are themselves "public goods" that should be shared ethically and with minimal constraint.

We envision a Polar Information Commons (PIC) as a shared virtual resource mirroring the geographic commons. The PIC would serve as an open, virtual repository for vital scientific data and information, and would provide a shared, community-based cyber-infrastructure fostering innovation, improved scientific understanding, and encourage participation in research, education, planning, and management in the polar regions.

The PIC builds on the legacy of the International Polar Year and we seek active participation and ideas from national governments, international organizations, and the scientific and data management communities at large to build this common resource.

Announcement for replacement of the Metadata Portal in Polar Science:

The new portal server was officially started from June 29. You can make registration of the metadata for any kinds of polar sciences in both the Arctic / Antarctic region.

- A landmark data policy and greater data openness (with significant challenge remanning)
- Establishment of new data centers, data portals, and the growing Union Catalog of metadata
- Greater international collaboration around data at the working level and between poles
- Data citation guidelines which are being adopted and adapted by other international groups
- New focus on data management in disciplines where this was lacking, e.g. Arctic biodiversity, Local and Tradition Knowledge

JpGU2011 U-04 : Global Data System for Earth and Planetary Sciences, May 26, 2011

Scope: As the earth, planetary and space sciences advance and the public concerns for our study increase, we now have to analyze huge, various kinds of multi-disciplinary data and then to promptly publish research results. This promotes development in e-infrastructure for science, e.g., reorganizing international data groups, standardizing data formats, building metadata databases, producing integrated analysis tools, and installing high-speed data links. We will discuss our efforts and seek to cooperate in developing the e-infrastructure in future.

The 1st ICSU World Data System Conference

Objectives and scope of this Conference:
This conference is the first international meeting of the WDS to provide with an opportunity to receive opinions, comments and suggestions from scientific communities (data users) and other international data systems to establish the active plan of WDS. This conference consists of two parts; "WDS-Related Sessions" including sessions to discuss general concepts and strategy to run WDS, and "Scientific Sessions" are allocated for presentations by data-oriented scientists in a variety of research field, including information sciences. Presentations of activities of WDS data centers are also welcome.

About the ICSU World Data System (WDS):
A new ICSU World Data System (WDS) has been created through a decision of the 29th General Assembly of the International Council for Science (ICSU). WDS builds on the 50-year legacy of the ICSU World Data Centre system (WDC) and the ICSU Federation of Astronomical and Geophysical data-analysis Services. Over 100 WDCs and Federation Services, as well as numerous other data centers, services and activities, have already expressed interest in becoming part of the new system. The new WDS will support ICSU's mission and objectives, ensuring the long-term stewardship and provision of quality-assessed data and data services to the international science community and other stakeholders.
